Inspiron 9300 can't turn on bluetooth

I can't get bluetooth turned on. Start, programs, bluetooth, options says "radio is disabled." I click the button to enable and it doesn't and says "please press Fn +F2 to turn on bluetooth." That doesn't work either, it only turns wifi on and off. The green bluetooth light on the PC doesn't glow. Also I want to turn bluetooth and wifi on and off separately.

Ok I went to device manager again and updated 2 drivers (Toshiba and Dell 350 or Microsoft) and bluetooth is on. Now the keyboard and software toggles work so I can have wifi on and bluetooth off.
