Inspiron N5030 Laptop with Windows 7

I have had to replace the hard drive on my N5030, I have it installed it ok, I have run the diagnostics to make sure it is ok and it is. When I switch the laptop on I get the message 'No boot sector on internal drive' . I am trying to do Dell Factory Restore by using the Drivers and Utilities disc which the manual says press F8 when I switch on at DELL prompt, I have tried changing the Boot configuration to load the CD first but of course just loads the Diagnostics. How do I load Windows 7 and do a Dell Factory Restore from the disc please?
