Installing Windows 10

Hi. I need help. I want to update my Dell Inspiron 1545 running Windows 7 to Windows 10. My question is that if something goes wrong with Windows 10 am I going to be able to restore Windows 7 from the Recovery Prtition of my hard drive and can I put Windows 10 onto the Recovery partition with Dell DataSafe? Thanks for any answer.

Dell DataSafe should be upgraded to the latest version of Dell Backup and Recovery and USB installation media before upgrading:

The Legacy BIOS should be updated to the latest version:

If the COA is intact (located under the battery) then it is advisable to clean install Windows 10 TH2:

If the COA is faded you will be forced to upgrade via the Windows 7 Desktop:

What if I download the Media Creation Tool and choose not to keep any files or programs? Would it be like a clean install?

Yes.

You can check dells approved computers for windows 10 and find out if it makes the cut. Im having problems with post updating windows 10 and am having to factory restore my computer.

Download the windows creation kit and use that to download an iso file of windows 10 and then store it on a hard drive or usb (its about 3gb).

Dell doesn't list your laptop as an upgrade for windows 10.  You can see for yourself in the links provided below:
