Intel graphics drivers out of date, cannot update

I have a new Inspiron 11 and the Intel graphics drivers are very out of date. Some are from 2006. The Intel Control Panel says new drivers are available for Windows 8.1 but to contact the manufacturer, you Dell, for updates. Would you please make these customized drivers available? Is there a problem with manually locating and downloading the latest drivers from Intel? The system says the display does not meet the minimum display for a touchscreen device and I have many problems with the edges of the display an other display problems. Thanks.
