Is factory reset via boot menu different to reset in Windows

Hello,

I am selling my laptop - sold awaiting payment. It is a Dell XPS 12 running Windows 8.1.

When I attempt to "Remove everything and reinstall Windows" I get "Could not find recovery environment". Then I proceed to try and create a recovery media, and the error message "We can't create a recovery drive on this PC - Some required files are missing".

My question is will the reset via the boot menu have the same issues as faced within Windows or is it a totally separate functionality.
