Laptop CPU Upgrade

I have an Inspiron 15 3521 laptop with an i3-3217U cpu in it. I was curious about the possibility of replacing the i3 processor with a better one (i5 maybe). I understand that i would need to find a CPU that would be compatible. My question is in two parts. 1) Is it even possible to upgrade the processor on this laptop. 2) if I put in a processor with a higher clock speed that puts out more heat would the computer be able to handle it? Current TDP of the processor is 17W.

The CPU is soldered to the system board - so any upgrade requires replacing the entire mainboard.  There are likely boards with faster or more featured CPUs -- but the fact that you must replace both the CPU and board will raise the cost of the upgrade.
