Laptop battery of my Inspiron N5110 is stuck at 1% ,shows it is charging but it isnt...ANY HELP?

Laptop battery of my N5110 is stuck at 1% ,shows it is charging but it isn't charging... once there was issue with battery which was solved by updating BIOS to A11. now i am not being able to update my BIOS as it needs 10% charge... any other ideas...please help :)

once the power cord is pulled laptop shutsdown instantly.... is there anyway to charge the battery externally?

can it be the default of charger???
