Recently when I try and turn my laptop on it makes this loud beeping noise .

The beep pattern is important: 1, pause 1, 3 pause 3, etc?

What is the exact system model? When did the issue start?
Review this article for exact # of beeps and that will help isolate the source of the issue - http://dell.to/1IuETMX
5 beeps is a CMOS battery failure.
http://dell.to/1n3X2po - enter the service tag and download the service manual and remove and reseat the CMOS battery and check. Test with another CMOS battery if possible.

It's a Dell inspiron 11 3000 series it started a couple weeks ago but it didn't do it that often. Now it does it all the time if I turn it off then back on.

The service tag number is<ADMIN NOTE: Service tag removed per privacy policy>. I got a new battery but it still beeps.

Thank you for the update.
Turn the system upside down and look for the system model on the service tag sticker on the base.
The 5 beeps in a cycle is a CMOS battery error.
Try forcing the BIOS update - this might resolve the issue - http://dell.to/2h9shSO

Kindly private message me the service tag, as personal info is not made visible on public forum.
Download the BIOS from another working machine, create a bootable usb using Rufus - http://bit.ly/1mmhOE1 and then try the BIOS flash.
