Laptop wont start

I have a Latitude E6500. The power light turns on, the cd drive spins up for a sec, the fan turns on for a sec.

The three lights that all look like little locks, one with a "9" in it, one with an "A" (capslock) and one with a "down arrow"  turn on.

The one with a 9 on it blinks and the others stay on. (on f4 key, there's the same symbol in blue, as in "fn + f4" would do it)

Then it turns off completely.

I have tried it with power cord connected, disconnected, took battery out and put back in. Nothing different.

I also tried turning up the brightness...
