Latitude E6530 A20 Bios update hanging Windows

I'm trying to update my Laitutde E6530 to the A20 Bios update but every time I try to run the E6530A20.exe file in Windows 7, it doesn't open and Windows won't open any new programs or even shut down until I power my laptop off and on again.   Basically running the update kills Windows.

I've tried running in Windows Safe mode, but that doesn't work either as Windows complains the program crashed.   I can't get the update to run at all.  I've verified the file is not corrupted as the SHA256 hash matches.

I successfully updated to A19 in the past, but A20 just kills Windows.

Any ideas on how I can update the bios?

I tried running the old A19 update and that also hung.  I've updated to that in the past so something must have changed on my machine.

I ended up having to create a bootable DOS USB stick and installing it that way.  Inconvenient, but it worked.
