I have the same problem with the BIOS of the Dell Precision M6500, it is locked and do not have access to the system. Unfortunately the user who had assigned the laptop died, and did not record the password of the computer.
The policy on BIOS passwords has changed since this thread was posted in 2014
If you need the BIOS password reset you now have to call in to Technical Support to request the reset and they will confirm details with you over the phone and if needed they will give you the reset code.

To obtain the "default" system password, you must contact Dell support by voice phone and verify your system ownership. The alternative is to replace the mainboard -- there is no other legitimate way.

If you cannot contact support, the only way is to replace the system board.
Depending on the CPU you have, this is $300-400US, plus labor if you don't install it yourself.
