Missing controls for Sound volume, Brightness on outside panel and Function Keys - Keyboard not working either

Since I upgraded from Vista to Win 7 Pro 32bit to Win 7 pro 64bit, none of the laptop buttons

on the face of the laptop work (volume levels, brightness, even keyboard.)  I have already installed all drivers but none improve the keyboard or brightness problems.  I found the above advice on updating the Quickset tot he proper win 7 pro 64bit update in 2013. I completed download and ran the program (unzi and install and run)

Now what?  Nothing has altered or changed.  How do I get the changed Quickset file to  engage?
