Start with a complete system diagnostic -- F12 at powerup. In particular, let the diagnostics run, and then boot to the 32-bit diagnostics and run an extended test on the hard drive.
If any errors such as 2000-0142 show up, post them here.
Wat Ur telling me to do I've already done before I asked for help and it took a hour hour and a hafe wat dose that have to do with it I just need my laptop to work again
I've already done all that throws nothing wrong with my hard drive or anything my computer passed everything but still won't go passed that sreen after it turns on and it loads passed the welcome Dell logo and then the the 64% installing windows screen then reboot its in a loop and it a 2016 Dell inspirone 15 3552
If the system came up OK hardware wise, you're going to need a flash drive with the recovery media on it - which you were prompted to make when you initialized the system. Boot the system from that flash drive and run a repair install.
You can't make a recovery medium without a bootable system - you can however download Windows 10 as an ISO from Microsoft and make a bootable flash drive to do the repair.

To boot from it, press F12 at powerup and choose it from the boot list.
You may have to turn secure boot off (F2 at powerup) to access the flash drive.
