Pointer hovers and executes programs

I am at my wits end with the darn pointer on my inspiron 1200.  It hovers a second or two over an icon(internet link, folder, email icon) and then it executes the program or opens a mail automatically.  If it is over an internet link it opend.  I dont click or anything. How do I shut this off?
