Power Problems - Latitude CPi-A

All,

I am trying to resolve a problem with my, now ancient, Latitude CPi-A. Following some replacement of the cracked casing behind the screen, the backlight refused to work. While I was trying to resolve this, I triggered another problem - the machine no longer powerups. I get 9 green flashes from the battery LED and then nothing. 

The battery I am using was working previously and all 5 LEDs light up when the battery check button is pressed. Exactly the same response occurs when the laptop is powered from the charger. The 9 green flashes are not documented within any of the documents describing possible fault codes.

Does anyone have any idea what the 9 green flashes mean, or where I should start looking?
