Precision M4800 takes a few minutes to detect USB mouse/KB when docking

We have several new M4800 in our office and when you dock them it takes 2-3 minutes (after waking up from sleep) for the system to recognize the external USB mouse and keyboard.  They are connected to the dock and not directly to the laptop.  I've been using the same docks on M4700s for the last couple of years and we don't experience this issue.  Any ideas on why this would occur?  They are running Windows 7 Pro x64.

My first thought was Windows was searching Windows Update for updated mouse/KB drivers every time they docked, so I configured the system to use local drivers first before looking to Windows Update.  That did not fix the problem.  We are going to try BIOS updates (if any) next to see if that helps.
