Smooth Mac OS like scrolling

Hi,

scrolling with the Touchpad is like scrolling with a mousewheel... for compatibility I think. I like the smooth scrolling in Mac OS and thought this isn't possible in Windows. But today I used a Acer E1-772 laptop and it has exactly this smooth Mac OS like scrolling. I think this does not work like scrolling in old days - it works like scrolling on a tablet, i think.

How can I use this on a Dell laptop? I have a Vostro 3360 with Windows 7.
