URGENT!! AC Adaptor trouble!

Hi,

I'm currently a student studying abroad in Europe and I'm having some issues with my AC Adaptor for my Dell Inspiron 1521. My laptop is charging fine but the adaptor is buzzing and vibrating very loudly every time I plug it in. The adapter keeps vibrating even with a voltage converter. I'm not sure what to do and the last thing I want is for my laptop to die while I'm here. Any help would be very much appreciated. Thank you!
