USB 3.0 External Hard Drive Transferring at 2.0 Speed on My Dell Latitude E6530

Each time I plug in my USB 3.0 external hard drive into my Dell Latitude E6530's SuperSpeed ("SS") USB 3.0 ports, I get the message:  "This USB Mass Storage Device can transfer information faster if you connect it to a Super-Speed USB 3.0 port.".

At first I thought it was a driver issue but I downloaded and installed the latest USB 3.0 eXtensible Host Controller Driver drivers I could find and I am still getting USB 2.0 transfer rates.  How do I fix this issue?
