USB 3.0 ports not running at USB 3 speed

I have a xps 15 (L521X), Recently I noticed when plugging my phone in I no longer got the option on the phone for USB 3.0 connection and my laptop gave me the message that the phone could run faster.

I went to the dell diagnostics page and ran a USB hardware diagnostic which informed me that the USB was a "Degraded Device" and that the USB ports were not at optimal speed.

How can I fix this?
