USB Auto-detection not working

I have a Latitutde e6400 running windows 7 pro.  According to Device manager the following USB Drivers are in place and working:

         Universal Serial Bus controllers

             Generic USB Hub

             Generic USB Hub

             Generic USB Hub

             Generic USB Hub

             Intel(R) ICH9 Family USB Universal Host Controller - 2934

             Intel(R) ICH9 Family USB Universal Host Controller - 2935

             Intel(R) ICH9 Family USB Universal Host Controller - 2936

             Intel(R) ICH9 Family USB Universal Host Controller - 2937

             Intel(R) ICH9 Family USB Universal Host Controller - 2938

             Intel(R) ICH9 Family USB Universal Host Controller - 2939

             Intel(R) ICH9 Family USB2 Enhanced Host Controller - 293A

             Intel(R) ICH9 Family USB2 Enhanced Host Controller - 293C

             USB Composite Device

However, whenever insert an external hard drive/USB drive into any of my drives, the PC does not recognize it (never shows up in the root of Explorer).  This also happens when I instert my T-Mobile Jet Stick, which doubles as a USB drive as well.  

However, the MS Mouse that I have been using for the past several months is recognized (still) and does work fine.

I have checked the following services per another post:

    SSDP Discovery         Status= started

    UPnP Device Host    Status=started

 

At this point, I have run out of ideas.  Can someone please help?

usb ports don't reconize plug in device
