Unable to disable adaptive brightness / dynamic contract on Win 8.1 Vostro 5470 Intel 4400

Hi there,

I'm having major frustrations with this particular issue which I can't seem to solve.

Issue: Screen dims when there is a dark picture on screen and brightens up when there is a light picture on screen.

I have disabled:

1) Sensor monitoring services in services.msc

2) Adaptive brightness in advanced power options to 'off' for both plugged in and battery

I could not find:

1) Intel power saving technology option in my graphics options

2) Dell power saving technology in the battery meter

Unfortunately Dell official support was no help either. Any help, guys?
