Why is Xps 13 7560u DDR3 instead of DDR4
Does it perform just as well as the 7500u version, if better then how.

Likely availability - the RAM is low profile and hard-soldered to the mainboard -- the maiinboard would have had to be completely redesigned for DDR4, and it may not be available in large volume yet.
The two CPUs are similar in performance - the -60 is optimized for lower clock speed (and therefore better suited to the small format XPS system).
