Try the solution step given by LuCiPh33R in this link below :

Access Command Prompt (click start menu,type CMD in search box) and type
sc create BITS binpath= "c:\windows\system32\svchost.exe -k netsvcs" start= delayed-auto
press Enter
Restart the PC or go to services.msc and right click on BITS and press start
Note:Don't forget the space between = and delayed
