"DELLPLUS NO" HDD Option

If I order a system with no HDD and install one myself, how do I install what comes on a HDD from Dell (Windows, Dell utilities, etc.)? Is this possible? I see a "DELLPLUS NO" option for HDD so I guess that's no HDD? It reduces the price by just $50 so maybe excluding it is more trouble than it's worth?

That's not what DELL PLUS is.  It is a factory integration process - the software side means your company supplies Dell with a software image that Dell installs on the hard drive for you (it has a hardware counterpart where the systems can be configured in a standard way according to your company's specifications).

The 'NO' means you don't get that option (i.e., the system will come with a Dell standard software image).
