video playback ssue

I have an Inspiron 5755 17", with an AMD-A8 processor. My Adobe Flash Player says that it is up to date, and yet , I'm getting constant "lags"  when videos are running. There are also plenty of freeze frames. Hypotheses?

What is the current OS installed on the system? When did the issue start? Is there video lag or audio lag or both? Are these lags seen only when playing videos? What is the source of the video? Are they online videos or offline videos? What browser are you using to play the videos? Could you try using a different browser and a few different sites to play the videos?
