AC adapter green light won't stay on

My year and a half old inspiron 700m ac adapter has always had issues. It would be charging, the green light on, then the green light would go off for no apparent reason, and the lightning icon would change to a battery icon. Now the green light won't come on at all, so i won't be able to charge. Anyone else have a similar prob? Dell won't answer any questions without having to pay.
