Battery 44-48% not charging even though AC is plugged in

Hi, I found a lot of answers on the topic but unfortunately none resolved it. So it's simple - the charger is not charging beyond 44% and recently it increased to 48%, and it says "not charging". Battery health is good, I updated the bios, reinstalled both battery drivers multiple times in multiple ways. I am using windows 10, desktop and longevity options for battery are disabled. Only thing I didn't try yet is turning off computer, battery out for 2-3h, etc. due to not having clear steps on how to perform it + would like to know if it's needed.
