Is it possible to upgrade the Intel Core 2 Duo T9600 processor in a Precision M6400 laptop to a Core i7 processor ? (the memory is 1066 MHz DDR3 Dual Channel)

No, it's not - beyond the requirement for newer chipset, the new Core i CPUs are totally incompatible physically with the older Core 2 (socket 478) CPUs. The Core i7 uses a 989-pin design.
