Programs Not Stretching

Hello,

So I've been having problems with my laptop from the onset, having already replaced the hard drive.  Now whenever I open programs, they are not properly stretching and very tiny.  I am wondering if this problem is able to be fixed, or if I should use my warranty and get a new laptop.
