Dell latitude E7470 cannot display the cellular menu

Dell latitude E7470 cannot display the cellular menu, even after the SIM card (subscriber identity module) is installed. So Latitude E7470 cannot connect to the internet using a cellular network on the subscriber identity module (SIM) on Windows 10 Pro (1903).

This sounds speciously like there is no optional cellular modem hardware installed. At the very least there should be an entry in Settings > Network & Internet > Cellular, are you saying there is no such Cellular entry in Settings > Network & Internet?  

Is there an entry in Device Manager > Network adapters for:

DW5811e Snapdragon X7 LTE

or

DW5816e Snapdragon X7 LTE

You also need one or more entries in Programs & Features for:

Sierra Wireless … software.

The SIM card socket is built into the system board regardless of the existence of the optional cellular modem hardware. The existence of the SIM card alone will not get you cellular service without an installed modem card and the required antenna(s) connected to the card.
