Latitude 7220 Rugged Extreme (non-Thunderbolt) + WD19TB dock

I'm trying to run 2x 2560x1440 monitors on a 7220 rugged extreme plus the WD19TB dock.  Only one gets full native resolution, the other is locked out to something like 2048x1200.  Is this just not a working combination?

Do I need a USB 3.0 -> DisplayPort adapter to get full res from both monitors?
