Latitude 7420 CPU runs at base speed on battery
My Latitude 7420 2-in-1 has an i7 and regular runs over 4 GHz when under load and connected to AC power. But as soon as I unplug it the CPU speed seems to be limited to the base speed of 1.80 GHz.
Attempts to change the power settings in Windows, Dell Optimizer and Dell Power Manager have no effect.
Has anyone experienced this?

I have not been able to resolve it. Sometimes it seems to run a little faster, probably after installing a recent update from Dell. But nothing like it will run when plugged in.

1. Plug in 65W AC adapter
2. Run "Services" with Administrator privileges.
3. Stop the "Intel(R) Dynamic Tuning service" and set startup type to Disabled
4. Shutdown (!) your laptop.
