Latitude XT2 XFR slow boot flashing cursor windows/linux ... looking for another boot drive?

I have a Latitude XT2 XFR that is very slow booting.  I get 60+ seconds of flashing cursor before it boots to windows...either win 7 or win 10.  I also removed the ssd and tried to boot from a thumb drive to linux --  same delay.

I also rolled back the bios to A13 with no luck.  After boot it is a pretty peppy machine...both with win 10 and linux.

Any help would be greatly appreciated.
