Low FPS Spikes for 10-20 Seconds

I have a Latitude E7440 And I play low end Games from time to time

The problem is that Even though the CPU-GPU can run the game as it should occasionally the Game will give me Low Frame Rates, extremely low... Im not an expert when it comes to PC Specs Or Laptop Specs id Like to Know what is the cause of this problem and how I can possibly fix it? I've heard people to try MSI but it seems people still have the problem after doing so 

My GPU is Intel HD Family

My CPU is Intel i5 4300 

I still consider this nee since its been in the shelf from a store brand new and I got it for a cheap offer since its my first laptop Is there any way for me to fix this problem 

I know the specs can run the Games I play but it just spikes every 2 minutes or so.....
