Best configuration management solution for Ubuntu Laptops (i.e. Chef, Puppet, Landscape, etc)

Interested to understand what people are using to manage and maintain Ubuntu laptops. For the large number of Mac OSX users, we have JAMF Casper but this does not support Linux.

Solution can't be Ansible as the machines are mobile and not a fixed known IPs. 

Interested to manage:

- Full Disk Encryption

- Firewall Configuration

- Package distribution (Slack, Zoom, IntelliJ, etc)

- Base setup / packages (to stabilise OS build and device drivers)
