DELL Streak locked phone - android version upgrade

Hi,

A friend passed me over a dell streak phone (seems locked if it makes any difference - not that I see any error but this is what seems from unlocker tool which checks this)

I want to install in it whatsapp and other apps but it seems I need at least android version 2.2. I currently have version 1.6. Please can you help me with the upgrade?

I tried to do it via phone software updates but it tells me no software update is available :(

I know it is old phone and version but would really appreciate your help pleeeeeaaaase!!!
