Latitude 10 Win 8.1 Power Cycles after Chipset installation

Hi there - just reinstalled a Win8.1 Latitude 10 and I could not get the Bluetooth/Wireless or the touch screen to work so I upgraded in the following order:

(1) Bios to A9 - rebooted fine and worked

(2) Chpset File Name: ST2_Chipset_Driver_MVD9Y_WN_9.14.3.1168_A07.EXE, Update Package for Microsoft® Windows® (56.7 MB), 9.14.3.1168 ,A07

AND now the system powers up but if you try and login or just leave it, it will shutdown and then leave the light on.

To get it to boot properly I have to take out the battery and then power on, it then comes up and restarts the cycle again.
