Venue 8 7000 stuck on intel inside screen

Does anybody know how to resolve this issue?  I searched around the internet and could not find an answer to my problem.  When powering on the Dell Venue 8 7000 it would get stuck on the intel inside screen and freeze there.  I do a hard reboot and it will only load as far as the intel inside screen.  I have done a factory reset and still the same results.  Does anybody have a solution to this issue?
