Dell XPS 15 (9550) Display Manager won't recognize Dell U3415W
I have a dell XPS 15 (9550) laptop connected to a Dell U3415W monitor via HDMI. I also have the upstream USB cable connected to laptop and upstream connector 8-1 on the monitor. The Dell Display Manager displays "This program requires a supported Dell monitor and Connection, and compatible display driver.".
What am I doing incorrectly?

Did you check the XPS 15 (9550) driver page to see if there was an updated video driver? Uninstall DDM, when done reboot the laptop, then install this one, when done reboot the laptop and retest.

I uninstalled DDM then updated both video drivers and installed your version of DDM with interim reboots. Still getting same error. Is there firmware in the U3415W that might need updating?

There are no customer accessible firmware for this monitor. Did you install the U3415W driver? Does the U3415W appear in the laptop Device Manager? Is there a desktop computer to test the U3415W and DDM on?

In case you didn't see this, from the DDM read me:
Troubleshooting
-----------------------------------------------
If DDM is unable to detect and/or communicate with
a supported Dell monitor:
- make sure you have the correct and latest display
driver from the graphics vendor (AMD, Intel, NVidia)
- check the monitor OSD to ensure DDC/CI is enabled
- remove any docking stations or cable extenders or
converters between the monitor and the graphics port
- with first generation DP 1.2 monitors, it may be
necessary to disable DP 1.2 using the monitor OSD
- virtual and wireless displays do not support DDC/CI
If that doesn't help, the DDM diagnostic log can sometimes pinpoint problems like this. While holding down the SHIFT key, right-click on the DDM system tray icon and and then select "Save diagnostic report" from the popup menu and post the content.

I confirmed all of the above. Also turned off DP 1.2. Also confirmed I have latest monitor driver. Nothing works. I ran DDM Diagnostic log. Where do I send it?

DDM is calling the Intel HD Graphics 530 driver unsupported. Let's see if Intel can offer a newer driver. Run this easy to use Intel Driver Update Utility and it will automatically tell you if you need to update your Intel drivers, and if so, will prompt you to install. Once installed, Click Start- Intel Driver Update Utility- Intel Driver Update Utility 2.0. Then click "Auto detect...".

I'm afraid there may be no easy solution to this HDMI hardware issue with Intel Skylake. See this thread for more info.

The Intel utility won't let me install an updated video driver because it says I have one from manufacturer. How to proceed?

Not sure. Might have to contact Intel about their message. I have never seen another user receive that message. swamped seems to be saying that maybe the Intel on that laptop is not compatible with DDM.
