Duel P2317H, only one recognized at a time

I have two P2317H monitors. One is plugged into a VGA input on the back of a docking station. The other is plugged into an HDMI in the side of the laptop. Only the monitor that is plugged in with the VGA is recognized and shows anything if both are plugged in.

If I unplug the VGA, the second monitor shows the desktop. If I then plug in the VGA, the first monitor comes on and the second monitor goes off. How do I get both monitors to show the display at the same time?

If I go into Display Settings in Windows and select Detect, it only detects the first monitor even though both are plugged in. And the second monitor is set to receive an HDMI signal.
