Monitor Shuts Off After two Seconds

I have a Dell 15 inch LCD monitor that comes on for 2 seconds, then goes black. There is no picture on the screen at all and the light on the monitor stays green. If i hold a flashlight up to it i can see the image on the screen. If I turn it on and off, it will come back for two seconds then go black where it is only visible with a flashlight again. It does this on every computer I have tried it on. Is there any way to fix it?
