New DEll SP2309W webcam preventing Inspiron 530 running Win 7 32 Professional from POST

Just purchased a new SP2309W. Installed everything as per instructions, including integrated web cam, and it was working fine. That was, until I shut down and attempted to restart. The 530 would not POST so was left with the Dell banner screen. Followed online support and determined it is the SP2309W's web cam USB connection that's causing the problem. What can I do?

Is there another webcam or webcam software installed?

No other web cam or software installed. Clean Win 7 build.

* So the webcam was functioning, then you shut off and restarted. Did you install any other drivers, Windows Updates from the time it was working to when it was not?

The web cam still functions if I plug it in now. The problem is the machine won't get past POST if I restart. Also noticed that I have to completely disconnect from power source after removing the web cam USB otherwise the restart just doesn't POST.

I looked at the installation date. Installed Dell Web Cam central 8th March. Only things to change since that have been some Microsoft security updates, primarily Office, but they were after I had the problem.

Do you have another PC to try out the monitor and it's software?

You could remove the laptop Dell Webcam Center and disable it's webcam in the device manager. Then, connect the monitor, and load it's Dell Webcam Central.

Center and Central, two toally different softwares.

Unfortunately only a laptop with Vista but it already has Dell Webcam Central installed and an integrated web cam.

It was Dell Webcam Central on both!

Works fine with the laptop (Studio 17, Vista HP).

For testing, disable the laptop webcam in the device manager and remove all webcam software. Then, install only the monitor webcam software.

So if the monitor hardware and software work on the laptop, then the fault of not booting are on the Inspiron 530.

I did that. The monitor integrated web cam worked fine with the Studio 17 laptop and didn't cause the same issue as I had with the Inspiron 530.

It looks that way. Yes. Does that mean I need to post another message in another forum or can you route this to someone who can help on the Inspiron team?
