S2240T, Windows 7, no Touch?

Just recently purchased a Dell S2240T 21.5 Multi-Touch Monitor. Hooked it up and everything but I am getting no touch response from the monitor. I've tried and googled literally everything. Operating System: Windows 7 Ultimate x64. Yes, I have the USB upstream cable connected. Yes, I've updated to the latest drivers. The monitor displays fine and everything, I just can not figure out why it does not  respond to my touches. Please I'm desperate!

Bit more info, system info says "no pen or touch input is available for this display".

Removed all USB, then inserted only the touchscreen monitor, didn't work. 

I do not have any pen and touch options, or pc tablet options, or anything.

This monitor does not have Touch functionality on XP/Vista/7. The S2240T User's Guide, Touch Specifications states (pages 14 and 15): Support OS Windows 8 Certified. This should be corrected to state that Windows 8.1 is also Touch supported. The Sales site also states this operating system requirement.

i use with win7 x64 ultimate,with win7 built in driver,not need install win7 x64 from the first start full automatic using the monitor
