poeno,
Does this appear in safemode?
Open the monitor OSD (On Screen Display) and run the Factory Defaults.

I meant when you boot the operating system into safemode, does the monitor still look light on top.
* Turn off the monitor
* Unplug the monitor from the computer (ALL cables)
* Plug the monitor power cord directly into the wall socket
* Turn on the monitor
* The floating red/green/blue/white dialog box should appear on screen against a black background. How does it look?

there is a black background but at the top of the screen it turns lighter (black) and the colored box is perfect until it gets to the lighter part of the sreen and it becomes blury. the dell sign at hte top becomes very light blue and all the words on each color are blured to where you cannot read it. the colors are there but at the edges the colored box is blury.
