There are several articles in KB discussing NsrClusterForceRecover to be set in such case (also NsrClusterNewQuorumDrive is quorum drive has changed). Check those.
I connected all QuorumDrive, but restore failed again.. 4905; recovery: Failed to restore the cluster database (unforced):424 4906: over cluster nodes may be active
I using Networker client 7.5 for backup and recovery next saveset: VSS ASR DISK:\ VSS OTHER:\ VSS SYSTEM BOOT:\ VSS SYSTEM FILESET:\ VSS SYSTEM SERVICES:\ VSS USER DATA:\ C:\
I download "Networker 7.3 disaster Recovery Guide". chapter 8 "Microsoft Cluster Disaster Recovery". But "Networker 7.5 disaster Recovery Guide" this chapter is not available.

I am having the same difficulty.
If this is an Exchange CCR environment, the only NetWorker tool that will protect it is NMM.
