Cant enable Dell Wireless 1397 mini card

hi there

i have encountered a problem where i cant enable my dell wireless 1397 mini card (wireless connection network). when i clicked the icon (which would enable the device), it's still in disable mode. then i've read some forums which show me the ways how to enable this device i.e uninstall the device, reboot then reinstall...and it is useless as i followed those instruction and the result is still the same...  please help me how to solve this problem :(

my laptop is dell inspiron 1320

dell 1397 mini wireless card

windows vista(then i upgraded it to win 7)

ram 2gb

intel core duo 2
