Dell Latitude E6400 WWAN Support In Pakistan

Hi

I have a Dell Latitude E6400. There is a sim slot under the battery. I inserted a Telenor GSM SIM Card in it and installed "DELL_CONTROLPOINT-CONNECTION_A02-2339_R253895" but it did nothing and the connection was not established. What should I do now? I could also not find DCP Connection Manager to create a new profile for the ISP.
