I  am sorry to hear about the issue you are having. What modem do you have that you are needing to configure into the system. Have you conjtacted the maker of the product for support?

Im new in this community, im based in Cape Town , South Africa. I need help with my inbuilt 3 g modem.  I've bought myself a new Dell Inspiron Netbook and i dont know how to activate my inbuilt modem.

Are you sure you have a built-in 3G modem? It is NOT a standard option, so you would have had to select the option to purchase one.  In the USA, it is a $125+ option. Many many people incorrectly assume that the existence of SIM slot automatically meant that they had a 3G modem.
