Help with diagnosing Wireless problems

Hi there - -

I have just received my Dell Lattitude 800 (four days ago) from Dell in Singapore (I live in New Zealand).  I usually solve most of my own problems but my wireless problem has me stumped. 

I have been attempting to use the data hotspot at work.  This is a private hotspot and requires a WEP key (which I was given by the administrator).  The network is set up for DHCP (automatically assign IP address).  The wireless card on board my Dell 800 is a Dell Wireless WLAN 1450 Dual Band Mini PCI with a Broadcom driver (version 3.40.65.0).

I do not have the XP firewall activated, but I do have Norton's firewall.

The card can find the network and connects however it initially assigns an IP of  0.0.0.0.  If I disable and reconnect it assigns an APIPA address (169.254...)  Although packets can be sent, no packets can be received.   

I also tried accessing a public hotspot at the local library in case it was a problem with the WEP key.  This does not require a WEP key and is also DHCP.   It detected the network and again, assigned an IP of 0.0.0.0.  Re-enabling the connection forced it to reassign the IP address (correctly this time).  I was then able to receive and send packets.

The only article I can find in the Microsoft Knowledgebase is article http://support.microsoft.com/default.aspx?scid=kb;en-us;320229 which sounds like my problem however I have a DLL version that is later than the one specified in the article.  The build on the computer is 2600 xpsp2.030422-1633 Service Pack 1.

Can anyone point me in the right direction in regards to this problem?  I am presuming my driver is up-to-date so I'm thinking it's an XP service pack problem - either I don't have the right one, or I've downloaded one that has caused problems.
